An estimated 1.6 million Illinois residents will benefit from full implementation of the Affordable Care Act (ACA) in 2014, through the establishment of a Health Insurance Exchange and Medicaid expansion. While the Exchange is expected to streamline the application process for Medicaid and tax credits for private insurance, it is expected that many individuals will still require personalized assistance to understand their options for coverage and submit an application.

The ACA requires states to establish a Navigator program to help individuals connect to health coverage options. The Illinois Navigator Program Design Final Report includes recommendations based on stakeholder interview and research. Download IMCHC’s comments on this report here.

Written Testimony to Health Benefits Exchange Legislative Study Committee
August 30, 2011

A 12-member legislative study committee was recently appointed and convened to provide recommendations on how Illinois should establish a Health Benefits Exchange. Their meetings will results in a report due on September 30, 2011 to the Governor and General Assembly, with specific recommendations on governance, stakeholder engagement, and financing.
