EXPANDING COVERAGE
The Covering Kids and
Families partnership was key in advocating for and mobilizing
support for the passage of legislation that created programs such
as:
-
KidCare – in 1998
following the enactment of the
State Children’s Health Insurance Program (SCHIP). Illinois
created KidCare to extend coverage to children up to 185%
FPL
( and to pregnant women up to 200%
FPL.

FamilyCare
– Building upon the success of KidCare in 2002 Illinois expanded
coverage to income-eligible parents.

All Kids
– In 2005 the CKF partnership played a key role in securing
passage of legislation which created the
All Kids
program making Illinois the first state in the nation to expand
full coverage to ALL children regardless of income, immigration
status, and/or pre-existing medical condition.
GETTING THE WORD OUT

Statewide Application Agent system to increase the number of
application agents and pay agents $50 for approved applications

Toolkits created for target markets adopted by National CKF
Initiative

to School Campaign

Faith Based Initiative – May became Faith, Health and Unity Month
MAKING IT EASIER
CKF Partners advocated for several changes that helped to
streamline, simplify and coordinate the application process to make
it easier to apply and to reduce the number of denials due to
procedural reasons, because of these changes approvals increased by
130%.

Reduced number of
pages from eight to two pages.

Applicants could
mail or fax in applications or apply online.

Lengthen renewal
period from six months to one year.
-
Simplified the
renewal form and the addition of newborns and children.
-
Expanded
FamilyCare up to a 185% of the
FPL.
SUCCESS
CKF and its
partners have been instrumental in expanding healthcare coverage to
uninsured children and families in Illinois.

In 1999 KidCare
and Medicaid enrollment totaled 559,856
-
In 2006
enrollment numbers had grown to more than 1.5 million
